Why must the pay be higher when the materials cost a lot?

The pay for each person can never be below ₦5,000, and never below 10% of the first ₦500,000 of materials money plus 5% of the rest. So ₦700,000 of tiles needs at least ₦60,000 pay. Bulk orders need at least 4% of the goods.

This stops a tiny wage being hidden behind a big goods budget, since goods carry no fee. Some kinds of work have a higher least pay of their own, and the post tells you the figure.
